Consultant Brief for the management of defibrillators in the Brechfa Fund’s Area Of Benefit

The Brechfa Forest West Wind Farm Community Fund is looking to appoint an independent consultant to support and advise with the roll out and management of the provision of defibrillators and associated training within the Fund’s area of benefit.

A number of community councils and community organisations within the area of benefit have already received funding for this purpose and the Fund is keen to expand on the investment already undertaken to ensure good provision across the rural area, together with appropriate training.

The Fund’s current policy is to support the provision of Zoll defibs, with the long term aim of ensuring that all the defibrillators are the same. Funding has also been awarded from the Wind Farm Fund to a local charity, The Family Foundation who are able to provide free training to community members.

As the Wind Farm Fund has been in existence for nearly 5 years, and with a number of funded defibrillators now in place, the Fund is keen to ensure community members and designated persons are given professional advice to support them with ensuring that the equipment is well maintained. Within some areas the Fund is aware that there may not be defibs in place and possibly no individuals or groups to proceed with making an application for funding.

The Fund is therefore looking to appoint a Freelance Consultant to undertake the following tasks:-

1. Conduct a mapping exercise of existing defibs in the Fund’s area of benefit, including those that have not been funded by the Fund. Working with the Fund Manager to complete this initial scoping exercise.
2.  Identify gaps in the Fund’s area of benefit, where there is clearly a need for defibs to be installed. Creating an order of priority for these based on highest need, as the Fund may not be able to pay for all the required defibs to be installed at the same time. This will need to be prioritised in line with the receipt of funds from RWE the wind farm developers.
3. Identify which defibs need essential maintenance e.g. battery or pad replacement.
4. Work with existing community groups and Community Councils to ensure that defibs are maintained.
5. Act as a broker between the Fund, Wales Ambulance Service, and the community groups to obtain funding for new defibs, or replacement defibs.
6. Support groups and community members with sourcing and delivery of training.
7. Support community groups with facilitating venues and refreshments for training sessions.
8. Support the groups and the Fund Manager to promote the roll out of defibs on social media.
9. Support the Fund Manager to develop a funding strategy to present to the Fund panel for ongoing maintenance and upgrade of defibrillators.
10. Work with the six schools in the Fund’s area of benefit to ensure that staff, pupils, and parents are aware of how to use defibrillators.
11. Support the groups with invoicing and payment processes related to receiving grant funding for defibs, venue hire and refreshments.
12. The consultant will be required to work closely with the Fund Manager with regular updates on progress.
13. Payment will be made on a daily rate, based on invoices detailing the work undertaking.
